Mexico counties in the issuance of tax-exempt hospital financings, jail
financings, and wind powered electrical generation.
The Firm currently serves as Bond Counsel to Bernalillo County, Dona
Ana County, San Miguel County, Southern Sandoval County Arroyo Flood Control
Authority, and the Regional Housing Authority for Region II, New Mexico
(Santa Fe, Los Alamos, Rio Arriba, San Miguel, Mora and Colfax Counties)
the Village of Angel Fire and the Village of Los Ranchos de Albuquerque.
As Special Counsel to the State Transportation Commission and the State
Department of Transportation Department of Transportation (“NMDOT”),
Hughes and Strumor, Ltd. Co. represented the Commission and the Department
with regard to the issuance of over one billion dollars of tax-exempt transportation
bonds by the New Mexico Finance Authority (“NMFA”) for the
benefit of the NMDOT for road and rail projects known as the GRIP Program.
As Special Tax Counsel and Co-Bond Counsel, the Firm regularly represents
New Mexico school districts for the issuance by the districts of tax-exempt
bonds, notes and equipment leasing transactions.
The Firm also served as Underwriter’s Counsel to various regional
and national investment bonding firms and has represented the underwriters
to the NMFA in over 100 million dollars of tax exempt bonds for the Public
Project Revolving Loan Fund.
The Firm served as Bond Counsel to the Office of the New Mexico State
Treasurer in over four billion dollars of State of New Mexico Tax and Revenue
Anticipation Notes and is currently ranked eighteenth in the United States
of the top 100 firms as bond counsel for short term issues.

Finance and Securities. Tommy Hughes served as the Director of the Securities
Division of the New Mexico Department of Regulation and Licensing and drafted
the New Mexico Securities Act of 1986, as well as the Regulations under
the Act. Robert Strumor served as in house counsel for a New Mexico public
company and was an Assistant Attorney General for three years specializing
in public finance and government procurement. Since 1977, the Firm’s
